Invoice Cloud FAQ's

Effective March 19th 2025, we will no longer process online payments through Xpress Bill Pay. All payments will be processed through Invoice Cloud, additional information will be available as we approach the transition date.
1. Why are you changing processors?
- Increased selection of payment methods, including Amex, Google Pay, Apple Pay, Venmo, and Text to Pay.
- Fair and equitable pricing – most customers will see a reduction in processing fees because we are now simply passing on direct costs vs. a fixed fee approach.
- Reduced costs for the District and being fiscally responsible with the funds we collect from our residents are of utmost importance.
2. Can I still process my payment with your current provider? (Xpress Bill Pay)
- Unfortunately, no, on or after March 19th, 2025, to process online payments for Clifton Water District, customers will need to use Invoice Cloud. Xpress Bill Pay will no longer accept payments on our behalf.
3. How can I avoid paying any fees for processing my payments?
- Mail a check to PO Box 70 81520
- Use your checking or savings account to process a one-time or recurring payment with Invoice Cloud
- Drop your payment off at City Market in Clifton or in our Drop Box located at 510 34 Road. Payments must be made via check or money order, and please do not drop cash payments at either location.
- Make any form of payment in our office or via our drive-up at 510 34 Road during normal business hours, M-F 8 AM-5 PM.
4. Can I submit payment via telephone?
- Yes, to submit your payment over the phone, please contact our Pay-By-Phone option by calling 970-434-7328 Option # 2. Payments by phone will incur a $.75 fee and any applicable processing fees based on your payment method.
- You may also request our Customer Service Team to send you a payment link via text message. You can then process your payment via text message without paying the additional telephone fee.
5. What will happen to my auto pay on Xpress Bill Pay?
- Auto pays on Xpress Bill Pay will be disabled at 5 pm on March 18th, 2025.
- Please create an Invoice Cloud account or contact the District office to set up your new auto-pay on or after March 19th, 2025.
6. Will I continue to get statements emailed to me?
- If you're currently signed up for paperless statements, you will continue to receive them via email. You may also opt into paperless statements anytime using the Invoice Cloud Payment Portal or by contacting Customer Service.
7. Will my account number change?
- All your information with Clifton Water District will remain unchanged; Invoice Cloud is strictly used for processing online payments.
