Demand Charge
A Demand Charge is assessed when a compound meter is utilized, and the usage flow exceeds the “low flow” meter causing the “high flow” meter to register additional usage.

Important Information Regarding 2025 Rates & Fees
Dear Residents of the Clifton Water District,
We are reaching out to inform you of upcoming rate increases that will affect your monthly water billing, as well as to provide clarity about Clifton Water District’s mission, structure, and the role of our Board of Directors.
About Clifton Water District
The Clifton Water District (CWD) is a Political Subdivision of the State of Colorado, established to deliver safe, potable water to the Clifton and Whitewater areas. Our team comprises 28 dedicated full-time employees, guided by a five-member Board of Directors, each focused on providing a reliable water supply for our community. Our staff members bring a diverse range of skills and are committed to ensuring a safe and consistent water service to your homes and businesses every day.
Challenges and Improvements
Maintaining and improving our infrastructure to meet State and Federal regulatory standards is an ongoing challenge. Our water treatment facility requires essential upgrades to enhance both staff safety and system efficiency. In addition, our aging distribution network needs improvements to maintain reliable water delivery.
These upgrades are crucial but costly. To minimize the impact on our customers, we have been actively seeking Federal and State grants and exploring various funding options to help offset these expenses. However, a rate adjustment has become necessary to fund these essential capital improvement projects.
New Rate Adjustments
On November 14, 2024, the CWD Board of Directors adopted new rates, which will go into effect in mid-December and appear on your January bill. After considering multiple rate structures, the Board selected an option that balances funding needs with the goal of minimizing the impact on our customers.
We understand that any rate increase affects our community, and the Board and staff have carefully weighed this decision. You can view a full list of updated rates and fees on our website at www.cliftonwaterdistrict.org.
